The EU Posted Workers Directive (96/71/EC, complemented by 2014/67/EU and (EU) 2018/957) governs the working conditions of posted workers and requires a prior notification in the host country for cross-border assignments, plus compliance with local minimum standards.
Generally before the assignment starts in the host country, via that country's national portal (e.g. SIPSI in France, ZKO in Austria, Limosa in Belgium). Even short business trips can be notifiable.
