EU social security number: does it exist?

Is there a unified EU social security number?

No. There is no Europe-wide, unified social security number. Every member state of the EU and the EEA, plus Switzerland, issues its own national social security number in its own format — Germany, for example, uses the twelve-digit social security number (pension insurance number), while Austria issues its own number linked to the e-card. The European Commission has examined a common EU number and deliberately moved away from it: instead of a new identifier, it is pursuing the European Social Security Pass (ESSPASS), a digital solution for cross-border verification of social security entitlements, built on existing national numbers and the EESSI data exchange system.

Anyone searching for "eu social security number" hoping for one central number issued once for all of Europe is looking for something that does not (yet) exist. What exists instead is a coordination system that links national numbers together via the A1 certificate.

National social security numbers instead of an EU number

Every country runs its own social security system with its own numbering. Examples:

For internationally active companies, this means there is no single "EU registration" that applies across all countries. Each person may hold a separate national number for every country where they were or are socially insured. For details on the structure of the German number, see German social security number: structure & meaning.

How EU countries coordinate social security instead: the A1 certificate

Instead of a shared number, the EU coordinates social security for cross-border work through the A1 certificate (Portable Document A1). It is issued by the institution of the country where the person is insured — for a posting, that means the institution in the home country. The European Commission's "Your Europe" overview of social security forms describes it this way: the issuing body is the "social security institution of the country where you are insured. If you are posted, this is the institution in the sending country."

The A1 certificate confirms to the authorities in the host country that the person remains covered under their home country's social security legislation — avoiding double contributions. This is explained in detail in A1 certificate basics.

Crucially, the A1 certificate is always issued with reference to the person's national insurance number — not a new "EU number". For Germany, the Deutsche Rentenversicherung states explicitly in its A1 certificate FAQ: "Where the Deutsche Rentenversicherung is responsible, the insurance number of the person being posted must always be provided as part of the electronic application." Since 1 January 2025, the A1 certificate must be applied for exclusively electronically; paper forms are not permitted.

No (national) insurance number, no A1 certificate

The data center of the German pension insurance (DSRV) states the requirement even more directly: "The person who is to receive an A1 certificate must have an insurance number. If no insurance number exists, the employer must apply for one." In practice, for companies with international teams, this means:

• New foreign employees in Germany receive their German social security number automatically through the reporting procedure when they are registered for social security — no "EU number" is issued, only the national one.
• Postings to the EU/EEA or Switzerland run via the A1 certificate under the employee's existing German insurance number — depending on insurance status, the responsible body is the statutory health insurer, the Deutsche Rentenversicherung, or the German Liaison Agency for Health Insurance Abroad (DVKA), for example for flight crew or people habitually working in several member states.
• If the insurance number is missing or cannot be matched uniquely, this delays the A1 application — a common, avoidable cause of late certificates for short-notice business trips.

ESSPASS: the digital future instead of a new EU number

The European Commission is not working on a new EU social security number, but on the European Social Security Pass (ESSPASS) — a digital solution intended to let authorities, labour inspectorates and other bodies verify documents such as the A1 certificate or the European Health Insurance Card (EHIC) across borders in real time. ESSPASS builds on the existing EESSI electronic data exchange infrastructure, which social security institutions already use to exchange information; ESSPASS aims to extend this verification to bodies without EESSI access, such as labour inspectorates or healthcare providers. A new, EU-wide unified number is explicitly not part of this plan.

FAQ

Is there a unified EU social security number?

No. Every EU/EEA state and Switzerland issue their own national social security numbers. The European Commission examined a common number but instead pursues digital coordination (ESSPASS) built on existing national numbers.

What is the German social security number called for international work?

It remains the social security number / pension insurance number — the same twelve-digit number used domestically. See German social security number: structure & meaning for details.

What role does the insurance number play for the A1 certificate?

It is a mandatory requirement: without an insurance number, no A1 certificate can be issued. If it is missing, the employer must apply for one first.

What is the European Social Security Pass (ESSPASS)?

A digital procedure developed by the European Commission for real-time, cross-border verification of social security documents such as the A1 certificate — not a new EU numbering system.

Do I need a new number for a posting?

No. For a posting from Germany, the existing German social security number remains valid; the A1 certificate is requested and issued under that same number.
